River Twice welcomes Chef Matthew Harper. Harper’s style of cooking is influenced by southern cuisine and based around hyper-local sourcing with a focus on vegetables. Most recently Harper was the Executive Chef at Orto in Baltimore. Harper was also Executive Chef at Kensington Quarters, Chef de Cuisine at Zahav and Executive Sous Chef of Empire State South in Atlanta. Harper’s talent has been recognized internationally and locally, earning him a place as one of Phaidon's 100 Emerging Chefs as well as a Zagat “30 Under 30” nod. Harper was named a Philly Rising Star in 2019 by Star Chefs.
